LAKE MINNETONKA CONSERVATION DISTRICT <br />Advisory Committee Minutes 3 October 5, 1988 <br />WETLANDS. This study will determine the best programs for wetland <br />protection. Some cities are rigorous while others are lax. The Army <br />Corps of Engineers (C/E) influence of wetland preservation will he <br />compared with state and local plans. A need exists to determine when <br />the C/E should be involved in wetland use reviews. The Minne►;aha <br />Creek Watershed District wetland inventory will be analyzed. <br />WATER QUALITY. Nutrient budget and transparency as related to water <br />clarity will be the primary focus of this subcommittee. Pesticides <br />and chemical influence will be assessed. A base for the lake's <br />direction as to quality - improving or regressing - will be <br />established. Long term influences will be identified. It was noted <br />here that Hennepin Parks is developing its own water q.iality program <br />accordii.g to Tim Marr. This could be a valuable resource. <br />Winter Monitoring. This subcommittee will address: <br />* Litter accumulation <br />* User conflicts greater for winter recreation <br />* Ice fishing houses - responsible use <br />* Access points and private property trespassing <br />* User's distance from shore, dependent on snow <br />* Snow plowing disruption of snow cover <br />• Wetland use and abuse <br />* Deicing management <br />Subcommittee organization, administration and provision of resource <br />material is Arndorfer Associates' responsibility. Dave expects to facili- <br />tate each meeting. LMCD will circulate meeting nctices. Each agency and <br />city representative is reminded at this time to select his/her staff and <br />other resource (Board) specialists for one or another of the subcossittees. <br />The Preliminary Meeting Schedule of 9-29-88, mailed to all Advisory <br />Committee members and re -enclosed, is the guide for participant <br />involvement. <br />5. PUBLIC MEETINGS. The time frame for preparation, advance promotion and <br />organization necessitates the five scheduled meetings co be held <br />mid -January through February. Arndorfer noted this timing coincides with <br />year -one data collection and analysis being complete, allowing outside com- <br />ment before this decision -making process begins. <br />Promoting public attendance was cited as a chief concern for the successful <br />outcome: Dean Ribufoni, an environment feature writer for the Star Tribune, <br />was suggested for news assistance. Cable TV, news features, and likely <br />a few paid advertisements will he necessary Notices in city water/sewer <br />bills was also suggested, as well as city newsletters where available. <br />A budget and schedule of marketing priorities is needed to support this <br />effort. <br />Locations as <br />previously identified -Ire <br />city halls <br />or <br />public auditoriums <br />in Excelsior, <br />Mound, Wayzata, Ilootnington <br />or Edina, <br />and <br />St. Louis Park. <br />
