,.. <br />'170SO 01 <br />Fes^- G L o <br />t-- <br />Ordinance No. 7 <br />r Ordinance Aefulatins PW- <br />ustg in as Vulm" of Orono- <br />}aubsPin Councl, Mineesese. <br />The Village Council of the Vil- <br />lage of Orono ordains: <br />That the following regulations <br />be, and the some are, hereby <br />adopted and approved; and shall <br />be known as and may be cited as <br />"Village of Orono Subdivision <br />Regulations." <br />Faspessi <br />In order to safeguard the best <br />Interests of UW Village of Orono <br />and to sesist a subdivid-.r in har- <br />monizing him interests with those <br />of the Village at large, this ordi- <br />nance is adopted in the hope that <br />adherence to it will bring results <br />beneficial to all concerned. <br />It is obvious that piecemeal <br />planning of subdivisions will <br />bring a disastrous disconnected <br />patchwork of pattern and poor <br />circulation 3( traffic unless its <br />design and arrangement are cor- <br />related to a Master Plan Study <br />aiming at a unified scheme of <br />community interests. It is, there- <br />fore, necessary for the Orono <br />Village Council to make certain <br />regulations a n d requirements <br />which contribute to the health, <br />safety, convenience and general <br />welfare of the community. In <br />the long range analysis, the Plan- <br />ning Commission believes these <br />regulations will aid in raising <br />property values for the subdivid- <br />er and will effect many economies <br />in the platting and development <br />of a logical subdivision. <br />"Subdivision" in this ordinance <br />means the division of a parcel of <br />land into two (2) or more lots or <br />parcels for the purpose of trans- <br />fer of ownership or building de- <br />velopment; provided that a divi- <br />sion of land for agrvultural ptu- <br />paee- Into lots or parcels of live <br />(!) acme or -tore and not involv- <br />ing a new ,treet or allev shall <br />not be deemed a subdivision The <br />term lncludee re -subdivision and, <br />when appropriate to the context, <br />shall relate to the process of sub- <br />dividing or the land subdivided <br />ll,vuwn of any exut.ng Iot, par- <br />cel or plot of land shall be can <br />sidered within the purview of <br />ttu- O'1 mane <br />GgXJ31tJtL RZOUIXEMEI f <br />•itseeas <br />t In any areas where the Plu, <br />ring Commission has adopted a <br />part or whole of a Mister Plan, <br />the proposed subdivision shall <br />conform in general principle to <br />such Master Plan and if the sub- <br />division area coven a designated <br />thoroughfare, such part of this <br />main artery shall be part of his <br />Plat and shall be dedicated by <br />the subdivider. <br />2. In the desig" of ,the subdi- <br />vision, pro-41tion shall be made <br />for the proper ^onnections with <br />existing streets in adjoining sub- <br />divisions or for the proper exten- <br />sion of proposed streets into the <br />adjoining property where such <br />adjoining property has not been <br />subdivided. In considering the <br />extension of such streets, every <br />attempt should be made to m- "A- <br />tain property values in adjoin ng <br />subdivisions. (Adjoining develop- <br />ments of unequal character <br />should not be united by connect- <br />ing streets unless it is deemed <br />nceessary in the public interest <br />for street maintenance, safety <br />and fire protection to do so.) <br />3. Street right-of-way widths <br />shall be designed in accordance <br />with their character and use. Th• <br />following widths are st,ggested as <br />minimum right-of-way for var- <br />ious types of streets: <br />Right -of -Way <br />a. Major arteries and <br />parkways ....................... 100 feet <br />b. Secondary and main <br />thoroughfares ................ 80 feet <br />c. Neighborhood resicitn- <br />tial streets ..................... 60 feet <br />d. Minor residential <br />streets --- I.... ............. 50 feet <br />4. It is desirable that all streets <br />shall intersect as nearly at right <br />angles as seems practical, taking <br />other factors into consideration. <br />Minimum center line radii <br />of local minor streets shall be not <br />less than 100 feet, centerline radii <br />of major and secondary thorough- <br />fares should be not less than 300 <br />feet. <br />S. The location of all curved <br />streets should be so arranged as <br />to fit the natural topography as <br />closely to rn Bible and to make <br />possible desirable land subdivi- <br />stuns and safe vehicular traffic <br />7. Terminal residential streets <br />or ci,da-de-soc should be platted <br />not longer than 500 feet urns <br />topographical conditions mane a <br />EXk <br />longer terminal street necessary. <br />Such cull -de -sac should be avoid- <br />ed altogether where possible. <br />8. A turnaround at the end of <br />all terminal streets shah be pro- <br />vided of not less than 100 feet <br />in diameter at the property line. <br />9. Street names may be Indi- <br />cated out shall not duplicate nor <br />resemble too closely names of ex' <br />isting streets in Orono or in the <br />metropolitan area. Lusting At"t <br />names shall be used where the <br />platted street is a logical exun- <br />sion of that particular street. <br />Alleys <br />1. In genera4 alleys shall not <br />be permitted in a residential sub- <br />division. Service drives shall be <br />provided on major thoroughfares. <br />Where alleys are nett iary and <br />approved by the Council, they <br />shall be not loss than twenty (20) <br />feet in width. Alleys will be re- <br />quired in the rear of ail lots to <br />be ww-i for business purposes. <br />a. Where two (2) alleys inter- <br />sect, a cut-off of not lose than <br />ten (10) feet along such property <br />line from the normal intarsecticn <br />of the property lines shall be pro- <br />vided. <br />3. Dead-end alleys shall be <br />Avoided where possible, but if <br />unavoidable, shall be provided <br />,ith adequate turn -around facil- <br />ities at the dead-end as deter - <br />^tined , the Council. <br />Easements <br />Where alleys are not provided <br />at the rear of properties, there <br />must be provided a public ease- <br />ment as a part of the plat. The <br />purpose of such easement is to <br />provide possible location for ut:l- <br />ity lutes such as sewer, water and <br />gas and for ;ocation of electric <br />and phone lines. Such easement <br />shall be not less than five (3) feet <br />on each ride of the lot line, milk- <br />ing a total of ten (10) feet. No <br />garages nor structures shall be <br />built upon this easement.
