MINUTES OF THE PLANNING COMMISSION MEETING HELP JULY 18, 1988 <br />#1301 DAVID L. WHITE & FREDRICK C. WHITE -CONTINUED <br />concurred with Mr. Cohen's request for a topographic map. The PC has to be <br />sure that the development of this land is in line with the comprehensive <br />plan of the City. He felt it is important to limit access from County <br />Roads, especially 19, because that traffic will increase over time. <br />Commissioner Johnson agreed that a more comprehensive workup was needed as <br />to development alternatives for the property. <br />Kelley asked for further public comments, there were none. Johnsor <br />questioned whether it was Hennepin Cnunty's position to limit access to the <br />County Roads involved as much as possible. Gaff ron responded that althougr <br />they have not yet responded in this application, typically they would like <br />to limit as far as possible the number of accesses. It was moved b} <br />Kelley, seconded by Cohen, to table #1301 pending Applicant's iurthez <br />consideration of a comprehensive development plan and submittal of <br />topographical map, and review by the City as to the position and cost of <br />the roadway. Motion, Ayes=6, Nays-0, Motion passed. <br />#1207 GENE i CATHERINE SCANLON <br />2815 CASCO POINT ROAD <br />CONDITIONAL USE PERMIT i VARIANCE <br />THIRD REVIEW <br />Gene and Catherine Scanlon were present for this matter. <br />Zoning Administrator Mabusth stated that the Applicants were seekinc <br />the replacement of structures that were damaged in the storm of July 23, <br />1987. The specific structures involve a lake shore deck, access stairs anc <br />a 7' x 7' storage shed. Applicants now propose placing the storage shec <br />underneath the existing or proposed deck, which will allow for a reduction <br />in the hardcover from what was there prior to the storm. The total <br />hardcover for the proposed deck is 165 sq. ft. The plans have beer <br />reviewed by the buildinq inspector. <br />Commissioner Kc ' ley asked what the 165 ft. included. Mabusth statec <br />it includes just the decking, and not the 149 sq. ft. of access stairs <br />Kelley questioned recommendation #2 regarding plantings. Mabusth repliec <br />that this procedure is very consistent with what they are now asking of al: <br />persons who replace retaining walls in lakeshore yards. She noted that the <br />Applicants have volunteered to reduce hardcover within the 75-250' setbac} <br />area. Hanson commended the Applicants on making every effort to work or <br />this. Mabusth added that the Scanlons are going directly to the Council or <br />this. <br />In regard to the date the hardcover remo•;als are to take place, Hansor <br />asked Applicants for a date they felt was realistic. Applicants repliec <br />next Spring, and June 30, 1989, was agreed upon. The specific hardship! <br />that apply in this particular variance are the extreme slope of the lane <br />and the necessary work required to stabilize that area after the storm. <br />Johnson stated that he did not think this variance was consistent witl <br />the 0'-75' policies in that there is a retaining wall, stairs, storagE <br />structure and deck all within 25' of the Lake. It was moved by Hanson, <br />seconded by Cohen, to recommend approval of #1207, Gene & Catherinc <br />2 <br />
