Orono Police/MNDOT On -Truck Enforcement - In a recent article in the local <br />newspapers, you have seen Orono Police taking action regarding enforcement <br />of various regulations as they relate to the trucking industry. This <br />program has been on -going for the past two years. So far in 1988, the <br />cooperative arrangement has made stop of 428 trucks and issue 45 citations <br />with 40 trucks being pulled out of service until they are corrected. While <br />this may seem like a routine operation, this cooperation has been unusual <br />between a ...-al police department and MNDOT and has been spear -headed <br />through th, efforts of Marc Fritzler and other_ officers with the <br />encouragement of Chief Kilbo. The important nature of these stops has <br />poignantly been brought home when you see an accident such as the one that <br />occurred a few months ago in Orono/Long Lake on Highway 12 or the cne in <br />Bloomington which resulted in a seven car pile-up. It is the individual <br />efforts on the part of our patrol officers that help make the roads safer <br />for all of us. <br />Highway 12 - Over the past few years, the cities of Long Lake and Orono <br />together with the Long Lake Chamber of Commerce have been working to have <br />signals installed at Willow Drive and Highway 12. To date the effort has <br />not been fully successful but the organizations will continue to work <br />towards this goal. An interium solution that has been authorized by MNDOT <br />is the installation of a yellow flashing light to caution people as to the <br />hazardousness of that location. We, as a City, do not look at this as a <br />solution to the problem, but only the first step. The next step in the <br />process whict. would be a signalized intersection. <br />Lake Minnetonka Regional Park - As you may have noted in the paper <br />recently, the City of Orono has expressed its support to Minnetrista in its <br />lawsuit with Hennepin Parks together with determining what action if any it <br />should take in relationship to this. The City of Orono's issue is the <br />potential constitutional violation. The legislation that was passed is <br />appears specific to local government but was drafted so that local <br />government approval was not required as mandated in the constitution. If <br />this is a violation and is not appropriately struck down, it will allow the <br />Legislature to draft legislation in other areas to avoid a constitutional <br />mandate. This is an issue that is not only a concern to communities around <br />the Lake but to all local governments in the State of Minnesota. <br />2 <br />
