TO: Mayor and City Council <br />r <br />FROM: Mark Bernhardson, City Administrato> <br />DATE: October 23, 1985 <br />SUBJECT: Lake Minnetonka Use and Access <br />-�a <br />O�il:;s►��� hIrETING <br />maws 3)85 <br />Attached you will find a memo regarding the summary of out <br />September 23rd meeting together with recommendations relating to <br />commitment of parking as it presently exists in the vicinity of <br />the North Arm landing. We would like you to review the issues <br />set forth in this cover memo together with the issues listed in <br />the attached memo for discussion at our November 12th meeting. <br />As you are aware the issue has again come to the forefront <br />because of the acquisition option for a site in Minnetrista at <br />the end of King's Point Road. DUR had evaluated a number of <br />sites around the 'lake focusing principally on the south and west <br />and it was their determination that this was t'a beat site and <br />had gone to the Governor's Executive Council meeting oa October <br />2nd intending to get authority to go ahead and procure. The <br />authority however was not granted because the Executive Council <br />felt that it was appropriate to involve the M-tr..o Council in the <br />siting of such regional facilities. As you ,*I'?. note in the <br />attachment the Council has laid out the pro.rrr :.• which they <br />wil: take a look at the issue. <br />In order to promote the active involvement of the lake <br />communities in this siting process, Bob Rascop, the Mayor Of <br />Shorewood and also the present Chair of L.M.C.D_, held a meeting <br />Tuesday, October 22, 1985, to discuss directions and means of <br />input of the lake communities to this process. It was indicated <br />that L.M.C.D. will develop issues and areae to look at for <br />surface water management on the lake, however they felt it war <br />appropriate that the communities each involve someone else apart <br />from the L.M.C.D, representatives to explore the Issues Of land <br />use as it relates to access siting. We will be eommuaiealand <br />with our L.M.C.D. representative regarding this matter. <br />one of the thrusts that L.M.C.D, is undertaking is a more active <br />role in securing the required slots felt by OUR in an effort to <br />forestall even further pressure for additional accesses around <br />the lake. Mayor Rascop wi11 be present at our November 12th <br />meeting to discuss the issue, Senator Gen Olson. as will JoE1'1en Hutt and possibly <br />Additionally attached is a recent article from the Minneapolis <br />°tar and Tribune regarding Lake Minnetonka access as seen by OUR, <br />together with a list of sites the DNR has been exploring fog <br />?ossible access. <br />RECOMMENDATION - It is recommendud that Council discuss any <br />1 <br />•fyi <br />
