Crystal Bay Road Repair <br />September 20, 1988 <br />Page 2 of 5 <br />DISCUSSION - A number of options have been advanced regarding the repair of <br />the road and are presented as policy alternatives: <br />1. Shore up the road/Restore the bank. In a letter dated 8/6/87 <br />(Attachment A), the initial means to correct this problem were <br />presented by Mr. Cook. Those related to restoration of the bank are <br />as follows: <br />A) Bank replacement - This project costing approximately $95.00 <br />a lineal foot would place black dirt and a grassed mat over it to <br />stabilize the bank at a 1:1 slope. <br />B) Bank restoration with cribbing - This method of restoration <br />would provide a more stable bank utilizing cribbing but costs <br />approximately $120.00 per lineal foot. <br />2. Move the road - 12 feet. Moving of the road in this manner would <br />allow for restoration of the bank at 2:1 slope and therefore allow the <br />bank to be re -seeded without any cribbing but at a similar cost of <br />$120.00 lineal foot_ <br />3. Dead -End Streeti'Cul-de-sac. This was ad-anced as a request by the <br />neighbors of the a: -ea in order to cut down on traffic through the <br />area. This would ertail the following: <br />A) Provision cf access via private street or alley across either <br />private proper-:y or Dakota Rail to access onto Minnetonka Beach's <br />Northview Road. (The right-of-way that existed was vacated in <br />1914.) <br />B) Any close -off would rP-:,:ssitate a cul-de-sac somewhere in <br />front of the Froperties b=tween 3205 and 3309. To the extent <br />that this was cul-de-saced anywhere east of 3255 Crystal Bay <br />Road, there st:_11 would be possibly a need to either restore the <br />bank or stabilize the road as outlined in Option 4, together with <br />the fact that bank stabilization of where the road ends would <br />have to be done just to maintain existing utilities regardless. <br />
