PUBLIC SERVICES <br />Utility services are available to the site and will be utilized in park <br />development. <br />Existing road systems (State Highway 7 and the realigned County Road 44) <br />provide excellent access to the park from major roads <br />No other iseues exist regarding public services to this site. <br />7. OPERATIONS AND MAINTENANCE <br />Lake Minnetonka Regional Park would be operated under the Park Districts' <br />ordinances and policies covering such facilities. <br />The Park District charges a fee for parking within its parks and park <br />reserves. No fee 1s charged if an individual enters the park other than by <br />motor vehicle. Non -motor vehicle access to Lake Minnetonka Regional Park will <br />include: pedestrian/bike access off County Road 44 and Highway 7; and the <br />connection to Carver Park Reserve south of Highway 7. <br />As discussed earlier, motor vehicle access to the park is proposed to come off <br />County Road 44 at one park entrance. This will allow for better park <br />management and regulation, especially with regard to the number of boats <br />launched through the park. <br />No estimate as to cost for future operation has been made at this point. A <br />maintenance impact cost projection will be completed at the time park <br />development is proposed. <br />8. CITIZEN PARTICIPATION <br />Citizen participation has been an important part in the formation of this <br />plan. As mentioned in the background lnformaiion, a series of eight public <br />information meetings was held throughout suburban Hennepin County seeking <br />input as to the possibility of a regional park on t'ie Lake. Six of the <br />meetings were open to the general public and advertised extensively in local <br />papers. Two were for homeowners' associations in the immediate area. Two <br />questions were posed at the meetings: <br />1. Is a regional park needed/desired? <br />2. If so, what facilities should be included? <br />A copy of the summary analysis was sE t to all who attended these meetings. <br />The Hennepin Parks Board of Commissioners has discussed this matter at several <br />meetings. All elected municipal officials from suburban Hennepin County were <br />invited to a briefing on January 22, 1987. Those attending, as well as mayors <br />not attending, received notice of the Board meetings on February 5 and 19 at <br />which this report was discussed. <br />Letters were mailed to each mayor in suburban Hennepin County outlining the <br />process the District was following, inviting their participation and <br />subsequently reporting back to them. In addition, all those who attended the <br />public meetings received copies of the preliminary assessment of the Hennepin <br />nark, Board of Commissioners regarding the proposed park. <br />
