Zoning File #1665 <br />August 7, 1991 <br />Page 5 <br />The minority opinion concurred with Mularoni that other <br />alternatives appeared to have a negative impact on the hardcover. <br />In the action notice, staff adyised Mularoni that if other <br />alternatives had been considered by his client, that he should <br />provide graphic demonstrations of these other plans and their <br />impact upon hardcover within the 75-250' setback area. Mularoni <br />has provided two additional schemes for development (Exhibits o <br />and P) for Council's review. <br />Scheme A is the current proposal, Scheme B involves the <br />building of a new detached garage 24'x24' that would no longer be <br />placed within the substandard side setback area and would result <br />in the removal of the tree and an overall reduction in hardcover <br />of 242 s.f. or 4.7%. The hardcover excesses result from the <br />need to expand the sidewalk along the west and north sides of the <br />detached garage. <br />Scheme C proposes an equal sized addition 14'xl4' to <br />existing garage resulting in a more severe substandard setback to <br />the street. <br />Note that the major reduction in hardcover as it applies to <br />al 1 three schemes involves removal of the gravel parking area <br />adjacent to the roadway at an existing 849 s.f. Applicant <br />contends that the additional family car will now be kept in the <br />stall. Scheme A would provide an additional parking stall on <br />site because of the offset of the addition. Scheme B will <br />provide two parking stalls on site. Scheme C results in no <br />available parking on site. <br />Council Action - <br />Provide conceptua 1 direction to staff to prepare the <br />appropriate resolution for action at the Council meeting of <br />August 26, 1991. Options are as follows: <br />Adopt the Planning Commission recommendation approving <br />replacement of deck within 0-75' setback and deny current <br />proposal for a 17'4"x20' addition to the existing garage; or <br />Approve application as proposed based on the reduction of <br />hardcover within the 75-250' setback area to ensure preservation <br />of mature tree within street yard; or <br />Refer back to Planning Commission if current proposal is not <br />approved and applicant wishes to present an amended plan.
