MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, April 16, 2007 <br />6:00 o'clock p.m. <br />Planning Staff recommends approval of the width and lot area variances; approval of the floodplain <br />variances subject to approval of the grading plan by the City Engineer and the MCWD; approval of the <br />hardcover variance for the street side 0-75 foot zone and the 75 to 250 foot zone subject to the driveway <br />taper complying with City standards with total hardcover remaining at 3000 square feet or less; and <br />approval of the height variance. <br />Turner stated it was pointed out to Staff today that the neighbor's rail on his deck is less than six feet <br />above grade and therefore results in a change in how the average lakeshore setback line should be <br />determined. This change requires relocating the house approximately three feet further from the lake. <br />Vogstrom stated he is not opposed to relocating the house further back but that he was just recently <br />notified of that Sunday night and he did not have time to revise the plans. Vogstrom inquired what <br />elevation the first floor needed to be at. <br />Turner stated the variance deals with the floodplain requirement-&BQ that ~ the grade around the house <br />that should be at 931.5 feet. M"'1:ot <br />Vogstrom stated the next door neighbor requested they keep the house as low as possible but that he <br />would like to keep the house at the 933 foot elevation. <br />Vogstrom noted they did reduce the height of the structure as well. Vogstrom stated the homeowner <br />would like to widen the driveway from its current eight-foot width to 9.5 feet. Vogstrom stated in <br />relocating the house three feet further back,~ would reduce the proposed hardcover somewhat.& O <br />+\'\~ c.w\.d "" u}LI/\ -\V\e... &nvQ.~ <br />Vogstrom stated they would like to keep the jog of the house lined up with the neighbor's house, which <br />is also the neighbor's request. <br />Kroeger inquired whether the applicant would meet the 3000 square foot hardcover limit. <br />Vogstrom stated he would be very close but might be 20 to 30 feet over. <br />Gaffron stated relocating the house would eliminate 24 feet of hardcover and that by widening the <br />driveway to 9.5 feet the applicant would be over on the hardcover. <br />Vogstrom indicated he would like to get the surveyor out there to see exactly what the hardcover would <br />be at. <br />Hahn stated there is a concern about backing out the 90 feet on an eight-foot wide driveway. <br />t,vi\-%\. ~ Mf'V Al--2.:1 <br />Turner stated the driveway would need to be reconfigured aRil lie a-ta 2.1 slope. <br />Vogstrom stated they would look at reconfiguring the driveway. <br />Berg recommended the new hardcover numbers be submitted prior to the City Council meeting. <br />PAGE 10
