The applicant <br />is proposing to cor"+— ct additions to the existing house which result in a <br />net decrease in hardeo, er in the 0-75' zone f rom 30.4% to 30.0%, and a net. <br />decrease in the 75-250' zone from 49.0% to 38.9%. <br />Planning Commission discussions on this applica*ion revolved around <br />the fact that virtjally all of the new construction takes place in the 0- <br />75' sore, and that. the decreases in hardcover are the result of removing <br />rock and plastic grade level hardcover areas in exchange for greatly <br />increasing the structural development on the lot. <br />The applicant's original proposal was rejected by the Planning <br />Commission, and subsequently the applicant submitted a revised proposal for <br />which Planning Commission recommended approval on a vote of 6-1. The <br />minority opinion held `)y Planning Commissioner Bellows, was that even under <br />the revised proposal, the intensity of development, including added <br />structural hardcover on the property, was to great. <br />During this review, staff has continued to be of the opinion that <br />removal of an existing upper level deck in order to construct room <br />additions, in conjunction with replacement of that deck over areas not <br />currently in hardcover, is somewhat excessive. Staff would suggest that <br />decreasing the site of the proposed deck is perhaps the most apl.ropriate <br />method to lessen the degree of visual bulk and hardcover percentage on this <br />unique but sensitive lot. <br />Matt -- at ion - <br />The Planning Comwission recommended approval of the variances to allow <br />new structure entirely within the 0-75' setback zone per the site plan <br />attached as =xhibit H, and r*comsend*d approval of hardcover of 30.0• in <br />the 0-75' son* and :39.9% in the 75-250' son*. Staff feels that the <br />hardcover decreases propcsed are sppropriate, but would recoss-nd that <br />further decreases in the structural portions of the propos*d hardcover be <br />considered. A resolution r4of letting Counci l's action will he drafted for <br />yr,ur next sooting, <br />
