MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JULY 11, 1988 <br />He has been involved with politics and believes that <br />intergovernmental relationships are very important. <br />Mayor Grabek asked Mr. Gilbert if he had an ideal situation on <br />Highway 12 Corridor, what it would be. Mr. Gilbert responded - <br />some more light commercial development along that area of Long <br />Lake. Also thinks Highway 12 is not a very safe highway. He <br />stated more safety features have to be planned in the area. <br />CHARLES KELLEY <br />Introductory comments - He has been on the Planning Commission for <br />the last 6 years and has chaired the Planning Commission for the <br />last year and half. He got interested in the City politics back <br />in the early 80's having moved to the City of Orono in 1978. He <br />moved here for definite reasons. Rural characteristics, the 2 5 <br />acre minimum lot sizes. He would like to see future property <br />developed within those statutes. Attributes - thorough knowledge <br />of the current statutes and zoning. <br />Highway 12 Corridor Study - Believes that something must be done <br />on Highway 12 and does not know how much should be commercial or <br />residential. He is not in favor of total commercial of the whole <br />parcels between 12 and 6. He is in favor of some portion of <br />setback from Highway 12 being commercial and is in favor of <br />lighter commercial, but not fastfood restaurants or a lot of <br />retail, more offices, libraries, churches, etc. Access to Highway <br />12 is very important to him. The potential i:or.th/South link <br />concerns him the most. He is against going North. <br />Redevelopment of Navarre Area - He has not been involved with that <br />at all, but believes area does need work. <br />Facilities Needs - He realizes that the staff needs better <br />facilities. The location of a new facility is utmost important to <br />him. as is the cost and the City's taxpayers taking on that <br />cost. <br />Cooperation with other cities - Mr. Kelley feels the City <br />definitely has to cooperate, especially since we contract a lot of <br />services, i.e. firs protection, police. The only way the City of <br />Orono will improve standard of living is through cooperation of <br />those other cities. <br />Council/Planning Commission relationships and responsibilities. <br />He does feel something should be done in this area. He has seer. <br />an increased work load for the Planning c:ommissionl that will <br />continue to increase as I-394 is upgraded and additional pressure <br />is put upon City. Some joint responsibility or delegation of <br />responsibility has to be worked out. <br />Long Term Organizational Planning - He feels that there are areas <br />in the City that definitely need attention. <br />Solid waste Management - He is totally against sewer and water in <br />rural residential 2 and 5 acre areas. Hc- came to Orono to keep <br />the 2 and 5 acres and keep the deer and pheasants running through <br />
