precipitation. <br />Recalibration of Benchmark at Grays Bay - During 1986 it was <br />de _ <br />termined that the calibration of height at the Grays Bay dam <br />was 2/10ths of a foot off, this has been recalibrated and is <br />reflected in the change 2/10ths of a foot lowering in the height <br />of the marks. There has been no change however in the ordinary <br />high water mark and so that would mean that the lake will be' <br />raised 2/10ths of a foot higher now before the outlet takes <br />effect. <br />Control of the Lake Level - While the lake level is principally a <br />natural phenomenon composed of precipitation, the amount of <br />runoff that is not absorbed, the evaporation, the aquifer lake <br />interface etc. the outlet at the dam is the one variable that <br />has human control. This is under the governance of the Minnehaha <br />Creek Watershed District and as such this interface would be the <br />most appropriate through which to work. <br />Impact the City of Orono_ Task Fore May Have on Lake Level Issues l <br />While the City could appoint a Task Force related to the ake <br />levels, it may be most appropriate that this be worked through at <br />the Watershed District level. <br />Current_ Lake Levels - Current lake levels are a result of some <br />rather dry times the last two years. These dry times are small <br />in comparison to the 130's when the lake was out as much as 100 <br />feet in certain areas and certain parts were platted and/or <br />farmed. The current levels however are some of the lowest in the <br />last 10 to 15 years. <br />ALTERNATIVES - The following represent alternatives the Council <br />can take r <br />1. Take no action on the matter, thanking Mr. <br />Finkelstein for his concern and directing him to the <br />Minnehaha Creek Watershed District. <br />2. Have the Coune-il send a letter to the Minnehaha <br />Creek Watershed ;-strict concerning the problem and <br />recommend that tie— undertake a study of the issue. <br />3. Appc,. -fitment a committee locally to deal with the <br />issue. <br />4.
