Finkelstein <br />1140 Shadywood Road <br />Wayzata, MN 55391 <br />July 27, 198S <br />Mark Be.nhardson, City Administrator <br />City of Orono <br />Post Office Box 66 <br />Crystal Bay, MN 55323 <br />Re: Lake Minnetonka Water Levels <br />At an early April meeting of the council, you were kind <br />enough to allow me to query MCWD on policy and <br />procedures regarding Lake Minnetonka water level <br />maintenance. <br />On April 15th the MCWD Engineering Representative, <br />James Mahady, forwarded tc me a copy of the Managemc t <br />Policy and Operating Procedures. On June 3rd I t <br />with Mr. Mahady to discuss some questions I had on a <br />procedures and my concerns about practices regarding <br />the Gray's Bay Dam. <br />Specifically, my concern was on the regulation of Laub <br />Minnetonka water level, per existing policy and the <br />possible deviation from this policy. The increase in <br />water levels after the July 23, 1987 rainfall and the <br />rapid outflow of the water suggested that there was <br />discharge a' the dam Letwien the storm and first ice <br />Specifically my concern was not so much on the policy <br />but my suspicions that the policy was not being <br />followed.
