Lake Minnetonka Lake Level Memo Dated 4/l/88 <br />ISSUE _ - Presentation of information to Council based on research <br />done by Mr. Finkelstein in relationship to the control structure <br />operation policy by Minnehaha Creek Watershed District. <br />INTRODUCTION - At the Council's April 11, 1988 meeting they <br />ed addressth_e issues raised by Mr. Finkelstein by requesting that <br />he do research with Minnehaha Creek Watershed District regarding <br />its operation policy and provide feedback to the Council. <br />D_IS_C_U_S_S_ION - As noted in Attachment A Mr. Finkelstein has had an <br />opportunity to review the operating policy with Jim Mahady of the <br />Minnehaha Creek Watershed District. <br />At the end of Mr. Finkelstein's report he raises three issues <br />which he would like to see addressed. They are as follows: <br />Public Information <br />Headwaters Management Policy renewal <br />Orono representative on the MCWD <br />1. Public Information - As you are aware the Council does <br />receive copies of the -graph related to the lake levels on a <br />monthly basis from MCWD and recently those have been published in <br />the Weekly Ntws. It may be appropriate that MCWD provide these <br />also to the Pioneer/Laker. A related question as noted by Mr. <br />Finkelstein to this is that the graph is not a linear graph in <br />that the time periods on the horizontal axis are not equal time <br />periods and he has shown in his graph how that changes the <br />perception of the graph's progress. <br />2. Headw_ate_rs_ Management Policy - It is appropriate that the <br />C_ <br />ity of Orono have input on —the --management review policy when it <br />comes for renewal in March of 1989. It is my understanding that <br />this will transmitted to each of the cities in the watershed <br />district substantially in advance so that each city can have its <br />input. specifically as for the suggestion of a higher lake level <br />over winter that issue may oe difficult to predict on the cycle <br />of dry periods, but will be a suggestion that can be to the <br />Minnehaha Creek Watershed District. <br />3.
