Driveway slope averages just under 8% which is steep but still very functional; grading plan <br />for driveway suggests either a 15% sideslope from house to backup apron or the need for a <br />2'-4' retaining wall along street side of driveway and backup apron; other option is to do <br />greater filling in south yard area ... <br />9. Minor grading proposed in N. 0-75' to blend contours from old foundation to new house <br />10. Grading plan does not show revisions along N. 0-75' lot line as previously discussed <br />11. Optional retention pond in S. 0-75' zone for potential mitigation of additional hardcover <br />This plan exhibits a reduction in overall hardcover on the site from the pre-existing 7,258 s.f. (this <br />number excludes area ofBaldur Park Road in the property as well as existing 0-75' landscape beds <br />underlaid by plastic) down to 5,725 s.f., or a net attributable reduction of 1,533 s.f. <br />The proposal meets the letter and intent of the Planning Commission's direction at the June meeting. <br />Remaining grading plan details can likely can be worked out. Staff conceptually supports the idea <br />of a ponding area on the site to enhance stormwater runoff quality; although the City has generally <br />not considered such alternative mitigation efforts as justification to grant hardcover variances, the <br />idea has merit. <br />Issues for Discussion <br />1. Will Planning Commission recommend approval of the requested 300 s.f. patio? <br />2. Does Planning Commission have any added comments to pass on to Council regarding the <br />recommendation for granting hardcover credit for the South 0-75' zone? <br />3. Is the lack of decks a concern? Will a future owner be asking for variances for decks? <br />4. Does the Planning Commission have any comments regarding development of ponding as <br />a mitigation for individual site hardcover? <br />5. Any additional concerns not previously addressed? <br />Staff Recommendation <br />Staff recommends approval of the 2nd revised plan as proposed, subject to confirmation of details <br />of the grading plan prior to Council action. Planning Commission should address the added 300 s.f. <br />patio request and any other items of concern. Advise applicant to establish house location carefully <br />to avoid encroachment of the average setback line.
