MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, October 22, 2001 <br />7:00 o'clock p.m. <br />Gaffron stated state law defines a bedroom as a room with a closet. Gaffron stated once the closet is <br />removed from a room, it is no longer considered a bedroom. Gaffron stated the property owner would <br />be required to obtain a building permit if he decides later on to add a closest. <br />Puzak stated he has submitted this conceptual design so they could address the hardcover and setback <br />issues, and that the new design would reflect three or four bedrooms. Puzak stated he would be revising <br />his plan. <br />Stoddard stated the new plan is an improvement over what currently exists, noting the Planning <br />Commission reviewed a plan that depicted five bed~ooms. Stoddard stated the plan before the Council <br />could conceivably be for a seven-bedroom house with some minor alterations. Stoddard stated the main <br />issue before the Planning Commission was the septic. <br />William Franklin, 1730 New Brighton Boulevard, stated he is the owner of the property between <br />Puzak's proposed house and the sewer line. Franklin stated in his view there appears to be some <br />confusion regarding the granting of an easement over his property for a sewer line. Franklin indicated <br />he would be agreeable to granting the easement as well as sharing in the cost of extending the sewer <br />line. <br />Franklin stated they have discussed the possibility of him either selling this property to another <br />individual or to Puzak. Franklin stated in either case he would give his consent to a sewer easement <br />across the property. Franklin stated should his property ever be developed, he would also need to have a <br />sewer connection to the two lots. <br />White commented that City sewer would be a benefit given the close proximity of the lakeshore in this <br />area. <br />Franklin indicated he was unaware of the fact that Puzak wanted to construct a private septic system on <br />his property. <br />PAGE25
