Morrie Wagener had the report prepared. As you may recall, <br /> Allen Munson had offered to place poles at the corners of the proposed SW and SE building corners at a height <br /> representing the proposed finished parapet elevation. As the attached report reflects, the poles reached <br /> elevations of 960.9 and 960.6. The new plan, which apparently includes 14 foot ceilings on the upper floor, <br /> would have a height of 32 feet from finished first floor to top of parapet. Architect Steven Fichtel calculated the <br /> parapet elevation. His calculations are attached. The proposed top elevation is 6.1 feet higher than the poles <br /> that were surveyed by Mark Gronberg, assuming there are no chimneys. <br /> At the last Council Meeting, Morrie requested that Mr. Munson discuss his options and plans with Morrie and his <br /> wife to see if a compromise could be reached. No effort was made to contact the Wageners. Instead, the <br /> completed revisions were submitted on short notice to the City, during a short work week, without notice or copies <br /> to the Wageners. Mr. Munson's' plan is now apparently to raise, not lower the proposed elevation. Perhaps that <br /> explains why he decided not to discuss the application with his neighbors. <br /> This evening, I will appear with Morrie Wagener to voice objection to the new proposal. Briefly, here is no <br /> hardship to justify a variance to permit the encroachment into the average lakeshore setback area. In addition, <br /> the applicant as not tried to mitigate the impact on neighbors, and has made no effort to minimize the nature of <br /> the encroachment. <br /> The applicant also proposes to bring in a large volume of fill. We have not had an opportunity to review the <br /> drainage plan with an engineer and will reserve comment— however, the application should not be approved until <br /> the City has completed an engineering review of the final drainage plan. <br /> Peter W.
