72088.5 <br />TO: Mayor and City Council. <br />FROM: Mark Bernhardson, City Administrator�,,. <br />DATE: July 20, 1988 <br />SUBJECT: Administrator's Information <br />MASTER P_LAN_NING - NAVARRE AREA - I have further discussed the <br />work with John Shardlow on Navarre and he will be undertaking <br />within the next two months the necessary inventory of land use <br />information, services, etc. to form the background for the public <br />portion of the study. It should be noted he will additiona� ly <br />durinc- the inventory phase be working to develop the information <br />relat .ve to the requirement for a tax increment district should <br />the City choose, as part of that study, to undertake such a <br />district. This information relates to the number of substandard <br />buildings etc. in the area and the City staff will be providing <br />support in the inventory phase. <br />HIGH_WOOD STORM SEWER - During the week of July 11, 1988 City <br />personnel inspected the private storm sewer line in the Highwood <br />area. Because of the size of the line it is very difficult to <br />deterr,.ine if there are any obstructions. I am currently <br />reviewing the information and will submit further information at <br />the August 8th Council meeting as to whether or not we should <br />televise the line. <br />1535 BOHNO POINT ROAZ - The property owner has completed sodding <br />of the area and it is anticipated a certificate of occupancy will <br />be completed within the r.�xt month. <br />353j LYRIC AVENUE - The Ci,-y had issued a second citation to the <br />property owner for ir.operab.e vehicles. (He had previously be(-n <br />put on probation in March for a similar violation.} On July 19th <br />the proper -wner was in Court on another matter relating to a <br />Minnetonk., iolation however, he was able to convince a very over <br />worked Judge to consider both our count and the Mi!netonka <br />violation during the same proceeding. Because of that the Orono <br />City Attorney was placed in a position of having to deal with a <br />case that he had little or no background on the spot and as a <br />result the complainant was given a second probationary sentence <br />and required to clean up the property. The City will be <br />continuing with attempting to get the property cleaned tip and <br />will also be researching what impact, if any, this second <br />probationary ticket had on the initial one.. <br />1429 B_OIiN_S POINT - The property which has been undergoing <br />continual construction for a considerable period of time has not <br />reached a point at which they would be required to come in for <br />variances if at the point that they do, proper proceedures will <br />continue to be fo`.lowed to assure they meet requirements of the <br />City. <br />
