INTEROFFICE MEMO <br />DATE: July 6, 1988 <br />TO: Mark Bernhardson, City Administrator <br />FROM: Melvin Kilbo, Chief of Police <br />RE: Draft Ordinance - Teen Drinking Parties <br />As a part of the Department's program to control teenage drinking <br />parties in our jurisdiction, I am requesting passage of draft ordinance <br />4.17, Subd. 9, to allow officers to charge those persons that set up <br />or allow parties to take place. We have used the amendments we passed <br />previously and have been sending letters to parents advising them `eir <br />children were picked up at drinking Parties. We are also sendi^q <br />letters to parents where cars have been parked in the area. We ave <br />had splendid results, many parents were not aware their childrer <br />were at a drinking party. <br />City Attorney from Long Lake took this draft to Council on July 5th <br />for their consideration. City Attorney Gary Phleger will be <br />talking to the Spring Park Council as to their interest. <br />I hope the Council can assist the Police Department in their program. <br />TO: Mayor & Council <br />FROM: Mark Bernhardson, City Administrator <br />Attachment a.
