As far as actual regulation of pumping from the lake, the <br />Department of Natural Resources presently issue permits for such <br />pumping when it exceeds 10,900 gallons per day or 1 million <br />gallons annually. Below that level they have not been regulating <br />it. (This issue of lake pumping is not o%ly a water supply issue <br />but also a recreational and aesthetic/property value issue.) <br />LMCD presently does not regulate and ti,eir authority in the <br />matter is unclear. <br />Much of the current water usage is to keap lawns green together <br />with shrubs, flowers and trees. When le stop watering their <br />lawns, the grass just goes dor ?t is our present <br />understanding that there is a con by some people in the <br />landscaping field that ongoing waterii+� of the lawns may actually <br />lead to the death of the lawn in such adverse conditions. At <br />present people are advising that watering of large trees is not <br />needed as they are able to reach into the soil to a considerable <br />depth where there is still moisture. The concern may be however, <br />for shrubs and selected type flowers that have shallow root <br />systems. It is advised that watering of established growth need <br />only to be done so on a weekly basis. The other concern is for <br />newly planted sod and trees in that it does need water and it is <br />our understanding that every other day watering would be <br />appropriate. A final note should be that sprinkling generally <br />between a hours of 11 in the morning and 5 in the afternoon are <br />not ter ly productive as much of the moisture that goes onto <br />the lawn evaporates. Watering is best done in the late evening <br />or early morning hours. <br />ALTERNATIVES - <br />1. Take no action at present. <br />2. put in the media a voluntary advisory regarding excessive <br />usage of sprinkling. <br />3. Invoke the odd/even section under Section 3.10 of ordinance <br />for water customers only. <br />4. Explore regulating items such a sprinkling as a waste of <br />natural resources. <br />5. Explore regulation of pumping of lake water with the <br />Department of Natural Resources. <br />6. Table for further consideration. <br />RECOMMENDATION - It is presently recommended that the City <br />undertake the voluntary advisory to its residents to conserve the <br />aquifer usage together with usage of lake water. If the drought <br />holds into August it is recommended that the City explore <br />regulating of sprinkling, not from the water customer standpoint, <br />but from the proper use of natural resources. <br />
