Proposed Resolution <br />ISSUES <br />1. determination as to whether the Council wants to adopt a <br />policy that is more stringent than the current voluntary <br />compliance request. <br />2. If specific ordinance measures are adopted, determination as <br />to the extent of possible banand the means to implement. <br />3. If Councii desires to delegate to the City Administrator <br />authority to impose further restriction on the municipal system. <br />INT_R_O_DUC_TIO_N_ - As noted at the June 27th and July llth meetings <br />the staff would bring back for Council's consideration more <br />stringent regulation measures should the drought continue. <br />DISCUSSION - While the immediate drought problem has been <br />somewhat relieved by the recent rainfall, this may be only a <br />temporary relief and as such it may be appropriate for the <br />Council to have available more stringent water conservation <br />regulations. <br />ISSUE 1 - As outlined in Attachment B the typical regulation for <br />sprinkling is for water user customers. Because of the variety <br />of sources used in Orono it is recommended that the matter be <br />approached from conservation of water supplies in total as the <br />basis for regulation of outdoor watering. Attachment C outlines <br />the draft ordinance language proposed by the City Attorney which <br />would allow the Council to more fully regulate water usage in the <br />community than just through the water system. <br />ISSUE 2 - Should the Council choose to undertake such <br />restrictions the level of restrictions which would implement that <br />need to be addressed. The proposed language does allow for a <br />variety of measures. <br />ISSUE_ 3 - It is requested that the following change be made so <br />the odd/even, complete sprinkling ban of the municipalsystem is <br />delegated by Council to the Administrator with the following <br />1 <br />
