CURRENT HIGHWAY CONDITIONS - At present Highway 12 in Hennepin <br />County is a six lane road where it passes the terminus of I-394 <br />at 494 and continues westerly as a six lane road for <br />approximately four miles, at that point it narrows down in a <br />space of a mile to a two lane two way traffic road going through <br />a moderately built up area and then into downtown Long Lake. It <br />then continues westerly as a two lane throughout with minor <br />passing lanes in a couple locations until it reaches the South <br />Dakota border. <br />The Task Force from Willmar had identified four segments to be <br />looked at with different types of improvement in each section. <br />The first section is from the terminus of the six : ane in Wayzata <br />to the Hennepin County border at Delano. In this segment, the <br />1986 traffic was generating 11,000 car per day at Delano and <br />reaches 18,000 per day at the willow Drive and Highway 12 <br />intersection in Orono/Long Lake. It is projected by the <br />Minnesota Department of Transporation that the 1986 level of <br />18,000 cars per day will increase to 32,000-33,500 by the year <br />2010. <br />The principal issues faced in any consideration for a change are <br />as follows: <br />A. Corridor Selection Process - The process to make <br />any change in the existing highway is substantial and <br />complex as noted in Attachment A. If any substantial <br />improvement is to be made, this process must be <br />undertaken because of the multitude of mandates and <br />potential legal liabilities that exist if the process <br />is not done appropriately. While it would normally be <br />expected that funding for such a study would be from <br />the State of Minnesota, the current funding climate and <br />competition for transportation funds has resulted in <br />municipalities participating to a substantial part in <br />the funding of these studies. <br />2 <br />
