Applicant is <br />proposing to construct major additions to his existing residence, which <br />abuts the 75' lakeshore setback line. He is propcsing a structure that <br />includes a basement and two stories, with a deck and steps totaling 274 <br />s.f. or 4.9% hardcover in the 0-75' zone. <br />As you will find by review of the 6/3/88 memo, applicant has removed <br />some pre-existing hardcover in the 0-75' zone, hence ultimately the new <br />decks still result in a 2% decrease frun the 0-75' hardcover. <br />Additionally, you will note that the oxisting house is only 1.8' from <br />the side property line, and applicant is doing up from this structure, but <br />not expanding laterally within the 10' required side setback area. The <br />applicant has been advised that he can only have 1.5' overhangs on the side <br />of the house, so that overhangs will not encroach over the property line. <br />The structure is by definition 31' high where only 30' is allowed. In <br />reviewing this application, Planning Commission felt that given the <br />topography, a 1' height variance in this case would not be a problem. <br />Regarding the average lakeshore setback, this house will sit much <br />lower than the houses on either side even though they are set back much <br />further on the property. Both neighbors have been notified and applicant <br />has discussed his project with them and the City has received no negative <br />comments from the neighbors. It is unlikely that any significant views <br />enjoyed by neighboring owners will be decreased, both because of the <br />topographic variation and due to existing vegetation i-hich acts to screen <br />the structure from the east. <br />
