July 6, 1988 <br />William Fenholt <br />Orono School District <br />Old Crystal Bay Road <br />Lono Lake, MN 55356 <br />Re: Albin Thies Property <br />Dear Mr. Fenholt: <br />In response to your letter of June 3rd, 1988, the Council has directed <br />me to send you a letter outlining its current position in relation to the <br />issues raised in that letter which are as follows: <br />1. The use of this residentially zoned property for school facilities was <br />a conditional use in all residential zones under the present zoning <br />code. <br />2. Any place of development involving grading or building construction <br />activities may not only require the necessary conditional use permits <br />but may also require various other permits including but not limited <br />to building, grading, service hook ups and variances for any accessory <br />structures or uses for which no primary structure or use exists. <br />3. The property was assessed for 4 sewer units in 1967 plus water service <br />of which 2-3 were desijoated to the church when developed. Resolution <br />of any additional sewer units will be dependent on the City's <br />development needs and ability to upgrade the exinting lines in Long <br />L;, ke. Service connection of water may be dependent on the Long Lake <br />system or Orono system capacity. Anything over the present <br />anticipated capacity may necessitate an additional assessment. <br />4. This letter expressing the Council's intent is not binding on future <br />Councils. The City does agree that should the City consider amending <br />the current zoning of the property relating to school uses, that the <br />school district be advised prior to any amendment of the code. <br />To the extent that you have any further questions or comments, Elease <br />feel free to contact me. <br />Sincerely, <br />Mark E.
