MINUTES OF THE REGULAR OPONO COUNCIL MEETING HELD JUNE 27, 1988 <br />1988-89 STRATEGIC GOAL SETTING <br />It was moved by Acting Mayor Callahan, Leconled by <br />Councilmember Peterson, to establish Wednesday. A•.jgust <br />3, 1988 as the date for its initial meeting to :?:tablish <br />goals for 1989 together with a work session un the <br />capital budget proposal for 1989 •90. Motion, Ay,�sy 4, <br />Nays 0. <br />WATER CONSERVATION ADVISORY <br />City Administratoi Bernhardson explained the issue of <br />determining as to what action, if any, Council would <br />desire to take to improve water conservation in the City <br />during this extesided period of dry weather. Staff <br />recommends that the C!ty undertake a voluntary adviscr; <br />to its resident-, for water conservation. In addition. <br />if the drought holds into August, it is recommended th&t <br />the City explore regulating sprinkling, not from the <br />wat�.r customer standpoint, but from the proper use of <br />natural resource. <br />WOODBI LL AVE)= <br />Councilmember Goetten felt that the City shc— ' explore <br />regulating sprinkling before August. <br />Acting Mayor Callahan felt that the Council s,iould be <br />kept apprised of the situation at the Council mc_ t ings <br />to follow. <br />It was moved by Acting Mayor Callahan, seconded by <br />Councilmember Peterson, that the Council direct staff to <br />issue a voluntary water conservation advisory to its <br />residents requesting their voluntary compliance with <br />such an advisory and that the issue be brought back at <br />the Council meetings to follow to determine if the City <br />should undertake regulation of the issue. Motion, Ayes <br />4, Nays 0. <br />Acting Mayor Callahan suggested that the local <br />newspapers print an article informing the residents of <br />the voluntary water conservation advisory. <br />John McDowell was preFent for this matter. <br />City Administrator Bernhardson explained the issue that <br />was tabled at the Jane 13th Council meeting. Given the <br />need for the project improvement and the favorable t,ids <br />at this point, staff recommends th-t the Council <br />reconsider and that the project be o_dered in on at <br />least a 751 developer and 25% City split of the osts. <br />Councilmember Goetten noted that she has spent <br />considerable time reconsidering this matter. <br />11 <br />
