Mr. 6 Mrs. Henrich <br />September 23, 1986 <br />Page 2 of 2 <br />-31 were not charged a sewer unit at al:, signifying these <br />were not contemplated as building sites at the time of the <br />sewer assessment. <br />Q2. How many of these 10 charged a sewer unit has previously had <br />a house on them? <br />A2. Only 2 - 4340 North Shore Drive and 4175 Highwood Road. The <br />-emaining 8 of 10 have always been va.:ant according to our <br />records. <br />Q3. What constitutes a "small cabin"? <br />A3. In the context of my memo, "small cabin' refers to a <br />secondary structure cn a property or group of properties, <br />this structure impressing one as being subordinate to an <br />existing principal structure on the property or group of <br />properties. The cabin size or the fact that the cabin had <br />or didn't have a basement is perhaps less relevant than flu <br />prior use of that structure, "c+ibin" suggesting a seasonal <br />use rather than use as a permanent residence. <br />The fact that your vacant lot is assessed for sewer may or <br />may not have an impact on the Planning Commission and Council's <br />view of the property. The fact that the City assessment records <br />indicate the structure was a "remodeled cottage for year-round <br />living, in need of physical repair, presently rented, originally <br />a part of (Lot 20 and 21), heat and water obtained from adjoining <br />property," indicaltes some question as to whether this property <br />was ever a bona -fide principal residence. <br />Note that City files will continue to use 41.15 Highwood Road <br />in referring to the vacant lot in question, in order to <br />differentiate between it and your homestead property at 4125. <br />I apologize that this review took so long, however, your <br />request hit at the busiest part of the year for City staff. <br />Please contact me if you have further questions and to <br />discuss how you want to proceed with your application. <br />Sincerely, <br />Michael P.
