Gaffron, Asst Planning & Zoning Administrator <br />DATE: June 21, 1988 <br />SUBJECT: Annual Joint Use Dock License, Big Island Veterans Camp <br />LIST OF EXHIBITS: <br />�J <br />Exhibit A - 1988 Joint Use Dock License Application <br />Exhibit B - Proposed Dock Layout <br />Exhibit C - 1988 LMCD License <br />Exhibit D - Proposed Resolution <br />The Big Island Board of Governors have applied for a 1988 Joint Use <br />Dock License in conjunction with their operation of the camp in 1988. The <br />Lake Minnetonka Conservation District has licensed the Board of Governors <br />for 2 docks, each with 4 slips, for a total of 8 slips for 1988. <br />The dock plan submitted by the Board of Governors shows the 2 existing <br />docks, and notes that for future use, they nay wish to construct additional <br />docks as needed, up to a total of 28 slips. For 1988 they are initially <br />requesting 4 transient (day use only) slips, and 4 permanent moorage slips, <br />the permanent slips being located at the permanent dock. The existing <br />permanent dock is 50' in length, the adjacent seasonal dock is 30' in <br />length from the shoreline. <br />The Joint Use Dock License submitted indicates that the proper <br />insurance is in effect and the proper security and safety measures have <br />been taken. The application in all respects appears to meet all applicable <br />City requirements. <br />Since the LMCD has licensed 8 slips for 96, staff recommends that <br />the City also license 8 slips for 1988, noti, that the property contains <br />adequate shoreline to support additional slips should tFe applicants <br />request them in the future. Those future additional slips would be <br />reviewed with the annual Joint Use Dock License application during the year <br />they were proposed. Note that our standard format Joint Use License has <br />contained the language "....and in accordance with resolution #938, in no <br />case shall the number of authorized boat slips, lifts, or buoys exceed the <br />number permitted in :_:ie prior years license." in reviewing Resolution <br />0938, the provisions of that resolution apply only to commercial units, and <br />do not apply to joint users. Staff has been able to find no resolution or <br />document that specifically limits expansion of a joint use dDck area when <br />that expansion is allowable under LMCD shoreline length requirements. This <br />anomaly in our license form was only discovered during the review of this <br />application, since the camps ultimate request is for more slips than have <br />eirer been previously licensed for the camp. riven the 6500' length of the <br />shoreline claimed by the Vets Camp, the LMCD regulations would technically <br />allow as many as 130 slips for this property based on the required 50' of <br />shoreline per sliE- <br />
