Zoning File #1277 <br />Page 3 of 5 <br />Item 5. On site sewage treatment. As staff noted in the earlier review, <br />Mike Gaffron has confirmed that the South Hill. and the Peanut Row lavatory <br />structures are adaquate to serve the day use recreation area, review <br />Exhibit E, specifically page 3, the summary section. Although the Hennepin <br />County Health Department has no jurisdiction at this point, the applicant <br />does plan to send the interior elevations of the toilets for their review. <br />Item 6. The applicants propose no new structures with the day use <br />recreation area. <br />Item 7. The applicant reports that they have a telephone line, as required <br />for emergency telephone purposes. <br />Item 8. Property is most certainly located directly on the shoreline with <br />adaquate 6,500 linal feet of that shoreline. <br />Item 9. Based on our plat maps, the property is still shown with three <br />sepl(rate tax parcels and should be combined as one. Our plat maps are old <br />and applicant may have already completed the legal combination at this <br />point. If not, the City would ask that they legally combine all three tax <br />parcels. <br />This completes the review of the standards set forth under the day use <br />recreation use. Staff would now like to address the items noted on page 3 <br />of the staff memo, dated May 13, 1988. <br />Item 1 of that memo deals with the upgrading of the site plan. All <br />existing structures are shown on the site plan. Applicant advises that <br />picnic shelters tie not planned for the immediate opening of the day <br />recreation area, but picnic tables will be provided. The area of <br />picnicking has been designated, there is no actual number of picnic tables. <br />The fire stations and fire ring areas have bren located on the site plan. <br />Review Exhibits J, R, and L. Staff would ask that a non-combustible <br />surface be provided at least 4' around all of the su' •t st uctures. <br />Staff has the following comments on the fire alarm a Lon: the fire <br />triangle must be hung with chain, not wire and a sign shc.uil be provided <br />near the triangle that says "fire alarm use only". The nea dock areas have <br />been shown, including the informal mooring area of the beats, along the <br />southwest shoreline. Future helipad sites have been shown. The 10, 14, <br />aluminum fishing boats will be stored to the west of the dock area, <br />adjacent to the shoreline. The applicant has advised that they have no <br />current plans to subdivide the property. If Planning Commission has any <br />specific comments to make regarding the site plan for this facility, please <br />note them at the meeting. <br />Item 2 of the staff memo. Applicant has proceeded with applying for an <br />LMCD permit for the expansion of the joint dock and has also applied for a <br />joint use dock license with the City for a total of 28 boat units. As part <br />of the joint use dock license reviews, staff must ask for a more detailed <br />plan of the three docks, giving the dimensions and ti,c length of the dock <br />and designating the slid, area. Applicant must provide a more detailed plan <br />of docks prior to Council's approval of the joint use dock license. <br />
