MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JUNE 13, 1988 <br />STUBBS BAY FEASIBILITY UPDATE CONTINUED <br />Councilmembers Goetten and Sime were concerned with the <br />cos+; being outdated after the long process of the study <br />has ueen completed. <br />City Engineer Cook explained the cost index guide which <br />helps to estimate changes in costs without substantial <br />effort. <br />Councilmember Sime recommended that the residents be <br />involved in the study. <br />Based on Council's comments, City Administrator <br />Bernhardson acknowledged two items of information that <br />would be important in deciding to go ahead would be: 1) <br />The interest of the residents, what properties would be <br />included in the project, and the cost is volved. Staff <br />•ild recommend ttfe feasibility study be undertaken to <br />.termine the costs. 2) Outlining the process to avoid <br />the Crystal Bay situation. <br />It was moved by Acting Mayor Callahan, seconded by <br />Councilmember Peterson, that the Council authorize the <br />City Engineer to undertake the update of the Stubbs Bay <br />feasibility study as outlined April 28, 1988 to be <br />completed and submitted for Council review at the July <br />11, 1988 meeting. Motion, Ayes 3, Nays 1. <br />Councilmember Sime voted nay based on his previous <br />statements and felt that City Engineer Cook could make a <br />reasonable estimate of the project cost without the <br />neccessity of the feasibility study; and in his opinion, <br />the costs will be prohibitive. Motion carried. <br />In response to Councilmember Sime's nay comment, City <br />Engineer Cook concurred that he did not feel the costs <br />would greatly change from the other unit costs, but <br />there is a lot of information he does not know yet. He <br />predicts the unit costs will be somewhere between $10- <br />15,000. <br />BUILDING CODE BOARD OF APPEALS - APPOINTMENTS <br />RESOLUTION #2449 <br />City Administrator Bernhardson recommended the <br />appointment of five persons to the Building Code Board <br />of Appeals only to be used when an appeal has been <br />submitted to the City. <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Peterson, that the Council appoint the <br />following persons by adoption of Resolution #2449 as <br />members of the Building Code Board of Appeals: <br />12 <br />
