From the previous draft presented to Council at the July 28 work session, the significant changes <br />are as follows: <br />• Pavement Management Levy —decrease of $100,000 <br />• Facilities Fund Levy — decrease of $25,000 <br />• Parks Fund Levy — decrease of $50,000 <br />• General Fund Levy <br />o Employee Compensation — decrease from first draft due to some movement in the <br />union negotiations and updated projections. <br />o Public Works (Streets) — Tree Repairs/Maintenance: decrease of $50,000. Based <br />on review of the City's tree management plan, there is a need for significant <br />increase for tree removal, maintenance and replacement. <br />Staff is requesting any additional comments or suggestions prior to bringing the 2026 <br />Preliminary General Fund Budget and Tax levy for adoption at the September 22, 2025 Council <br />Meeting. <br />A copy of the July 28 work session memo is attached along with a draft preliminary budget and <br />tax levy information. <br />09/08/2025 Preliminary General Fund Budget and Tax Levy Page 2 of 59 4 <br />
