(You might <br />agree to a payment program.) You agreed that something is wrong, <br />but you deny that it can be the meter. <br />PROPOSAL: <br />1. We assume the meter is not working properly. <br />2. Install a new meter. <br />3. Bill Mr. Wilson far his normal usage over these <br />periods of time. <br />4.
