� <br /> . <br /> , ORDINANCE N0. 191 <br /> AN ORDINANCE ESTABLISHING A MORATORIUM ON THE <br /> GRANTING OF ANY BUILDING PERMITS, REZONING <br /> APPLICATIONS, CONDITIONAL OR SPECIAL USE <br /> PERMITS, VARIANCES OR OTHER AUTHORITY TO <br /> ALLOW FOR THE SUBDIVISION OF LAND FOR PARK <br /> PURPOSES OR THE CREATION OF PUBLIC PARKS IN <br /> THE CITY OF ORONO. <br /> THE CITY COUNCIL OF ORONO ORDAINS: <br /> The Municipal Code of City of Orono is amended by <br /> adding ordinance No. 191: <br /> Section 1. Statement of Policy. The Council finds <br /> that the City is presently faced with the potential of develop- <br /> ment of public parks in the City of Orono by governmental <br /> agencies other than the City of Orono and by the potential gift- <br /> ing of numerous parcels of property to the City of Orono for <br /> park purposes and finds that the existing zoning code does not <br /> adequately provide the necessary safeguards to insure the health, <br /> safety and welfare of the citizens of Orono in relationship to <br /> the proper development, control and policing of the public parks <br /> that have been created in the past and may be created in the <br /> future by other governmental agancies and by the City of Orono. <br /> The Council also finds that it is necessary to amend the zoning <br /> code to provide for the necessary safeguards. Prior to such <br /> amendment, there is a need for numerous detailed studies concern- <br /> ing what sort of safeguarcis and restrictions that are necessary <br /> on any public park and it is necessary to complete those studies <br /> and public hearings. During this interim period, it is desirable <br /> that the Council prohibit any creation of additional parks so <br />
