C 1 <br /> give mailed notice to individual property <br /> owners, or defects in the notice shall not invalidate <br /> the proceedings , provided a bona fide a�tempt to <br /> comply with this section has been made. <br /> 32. 520. Initiation of Amendments to Zoning <br /> Ordinance. An amenament to a zoning ordinance <br /> may be initiated by: (1) action of the City <br /> Council; (2) a recommendation of the Planning <br /> Commission; (3) by petition o� the owner(s) of <br /> their or adjoining property, the zoning of <br /> which is proposed to be changed. �n amendment - <br /> not initiated by the Planning Coinmission shall <br /> be referrea to the Planning Commission for <br /> study and report and may not be acted upon by <br /> the City Council until it has received the <br /> recommendation of the Planning Commission on <br /> the proposed amendrnent or until 60 days have <br /> elapsed from the date of reference of the <br /> amenclment without a report by the Planning <br /> Commission. <br /> 32. 530. Application for Amendments . All <br /> applications for arr�endments which are initiated <br /> by the petition of the owner or owners of property <br /> sha11 be filed with the Zoning Administrator <br /> and if the application involves the changing of <br /> zoning districts and boundary thereof, trie <br /> application shall be accompanied by a map or <br /> plat showing the lands proposed to be changed and - <br /> all lands within 350 feet of the boundaries of <br /> the praperty proposed to be rezoned, together ��ith <br /> a certified list of names and addresses of the <br /> owners of the land in such area as is currently <br /> on record with the Hennepin County Auditor and <br /> certified by him or his agents . <br /> 32. 540. Denial of Applications. Rezoning <br /> applications may be denied by motion of the City <br /> Council and such motion sha11 constitute a <br /> finding and determination that the proposed <br /> rezoning is not in the best interest for the <br /> physical development of the City. No application <br /> which has been denied wholly or in part shall be <br /> resubmitted for a period of 6 months from the <br /> date of said order of aenial, except on grounds <br /> of n�w evidence or proof of change of conditions <br /> found to be vai.id by the Planning Commission. <br />
