r . <br /> the Poli�e Chief finds the parade or special event described in the <br /> application to be a hazard, a substantial inconvenience, or if he is <br /> unable to made adequate arrangements for �irection of control of <br /> traf#ie, he shall return the same to the City Administrator with <br /> his findings. � <br /> Subd. 5. Counc�l Action. The City Administrator shall <br /> r.efEr the application and results. of the investigation to the Council <br /> at its next regular meeting. The Council may either (1) deny the <br /> �permit, (2) grant the permit, or (3) grant the permit on condition <br /> that a date, time or route are acceptable to ai�p3icant whieh differ <br /> from such as stated in the app�icatipn. Applicant shall have three <br /> (3) days 'within which to communicate his acceptance ro the CitW Ar.i- <br /> ministrator. � ' � <br /> Subd. 6. ' Unlaw�ul Acts. • <br /> A. It is unlawful for any person or hamper, ob- <br /> struct, or impede or interfere with any parade, parade assembly, <br /> special event or any person, animal or vehicle participating in the . <br /> parade or special event. <br /> B. It is unlawful for any ��erson to drive a vehicle <br /> between the vehicles or persons comprisiny a parade �or special event <br /> , ��hen such parade or sgecial event is in motion, except by direction <br /> of police offi�ers directing traffic. <br /> C. It is unlawful for any person to enter into a � <br /> parade or special event without prior authorization from the chairman. <br /> Subd . 7. Exceptions. This Section shall not apply to <br /> (1 ) funeral processionsf or (2� a governmental agency acting <br /> within the scope of its functions. <br /> �Subd. S. Tnsurance and Payment of Expenses. Applicant � <br /> shall furnish a certificate of insurance in aa amount to be determined <br /> by the City and shall pay all extra ordinary expense incurred by the <br /> City for Police and en�orcement of ordinance. 3'he City may, as a <br /> condition of approval of the permit, require that the app�icant deposit <br /> money with the City in a sum equal to the estimated expenses to be <br /> incurred by the City. <br /> - Subd, 9. permit fees. �11 permits provided for in <br /> this Section sha-ll �be issued only upon payment in full of permit <br /> fees and other costs fixed and determirted in accotdance vith City . <br /> Code &ection 1 .05. . <br />
