1 <br /> � ` 1 <br /> � <br /> ORDINANCE N0. 243 <br /> AN ORDINANCE REGULATING <br /> THE USE OF ALARMS <br /> THE CITY COUNCIL OF THE CITY OF ORONO ORDAIIJS: <br /> Section 1. The Municipal Code of the City of Orono is <br /> amended by adding Chapter 113 which reads as follows: <br /> 113.010 Title. This ordinance shall be known, cited, and <br /> referred to as "The Alarm Ordinance" , except when herein <br /> referred to as "this ordinance" . <br /> 113.020 Purpose and Scope. <br /> (1) This ordinance provides for regulation in the use <br /> of fire, burylary, and safety alarms, establishes <br /> users' fees, and establishes a system of administration. <br /> (2) The purpose of this ordinance is to protect the <br /> public safety services of the City from misuse of <br /> public safety alarms and to provide for the maximum <br /> possible service to public safety alarm users. <br /> 113.030 Definitions. <br /> "Public safety personnel" means City employees or <br /> employees duly authorized to maintain and enforce <br /> public safety. <br /> "Alarm user" means the person, firm, �artnership, <br /> association, corporation, company or organization of <br /> any kind in control of any building, structure, or <br /> facility wherein an alarm system is maintained. <br /> "Alarm system" means and includes any alarm <br /> installation designed to be used for the prevention or <br /> detection of burglary, robbery or fire on the premises <br /> which contain an alarm installation. Automobile alarm <br /> devices shall not be considered an alarm system under <br /> the terms of this ordinance. <br /> "False alarm" means an alarm signal eliciting a <br /> response by public safety personnel when a situation <br /> requiring a response does not, in fact, exist, and <br /> which false alarm is caused by the activation of the <br /> alarm system thXough mechanical failure, alarm <br /> malfunction, improper installation or the inadvertence <br /> of the alarm system's owner or lessees or of his/her <br />
