` ORDINANCE N0. 222 <br /> AN ORDINANCE ESTABLISHING A MORATORIUM <br /> ON THE INSTALLATION OR ISSUANCE OF . <br /> PERMITS FOR THE INSTALLATION OF FLAMMABLE <br /> LIQUID STOR.AGE ON RESIDENTIAL PROPERTY <br /> THE CITY COUNCIL OF THE CITY OF ORONO ORDAINS: <br /> The Municipal Code of the City of Orom is amended <br /> by adding Ordinance No. 222 to read as follows: <br /> Section 1. Statement of Policv The Council finds that <br /> the increasing severity of the national gasoline supply crisis has <br /> the potential for directly affecting the health and safety of the <br /> citizens of Orono as individuals unthinkingly stockpile gasoline <br /> without proper safeguards or without regard for neighborhood safety. <br /> The Council is concerned that excessive amounts of gasoline and <br /> other flammable liquids not be stored in densely populated residential <br /> areas. The Council is concerned that a11 storage of flammable liquids <br /> be subject to reasonable levels of regulation and inspection consistent <br /> with the standards of the State of Minnesota Uniform Fire Code. The <br /> Council is concerned that existing City ordinances need to be amended <br /> to better address acceptable locations and methods of flammable liquid <br /> storage. <br /> Section 2. Prohibition During this Moratorium, the <br /> installation of containers for flammable liquid storage shall be <br /> prohibited on any residentially used property in the City. During <br /> this Moratorium, the keeping of more than 10 gallons or gasoline on <br /> any residential property in the City, and/or the installation of any <br /> flammable liquid storage container on any non-residential property <br /> in the City shall be subject to all the permits, inspections and <br /> regulations of the Minnesota Uniform Fire Code. <br /> Section 3. Duration This Ordinance shall expire on <br /> September 12, 1979 without Council action, or it ma.y be repealed <br /> earlier by appropriate Council action. <br /> Section 4. Variances The Council may grant a variance <br /> to this ordinance if the Council finds after careful review of all <br /> the facts that a proposal is not contrary to the health, safety or <br /> welfare of the citizens. <br />
