The project costs are proposed to be assessed to the benefiting property <br />iowners in the drainage area on a square foot basis. The street modifications <br />are proposed to be assessed to the benefiting property owners along the street <br />on a front foot basis. <br />The estimates do not include costs for temporary or permanent easements <br />necessary to construct the proposed storm sewer system. <br />CONCLUSIONS AND RECOMMENDATIONS <br />The project as reviewed herein is feasible as it relates to general <br />engineering principals and const:'.. '.-on procedures. Based on information <br />contained in this report, it is recommended that: <br />1. This report be adopted by the City of Orono as a guide for con- <br />struction of the storm sewer improvements it L►•k_' Highwood area. <br />2. The City conduct a legal and fiscal review of the project prior <br />to a public hearing. <br />3. A public hearing be held to determine further action to be tak- <br />en. The property owners in the drainage area which are proposed <br />to be assessed should be notified for hearing purposes. <br />4.
