Minimum right-of-way of 100 to 150 feet not counting frontage roads <br />should be preserved by the city. <br />Housing - Joanne Barron <br />This amendment proposes planned unit residential development for portions of <br />the Highway 12 corridor, consisting of single-family and multifamily housing. <br />Because Orono currently has very little multifamily development, this plan <br />would increase opportunities in Orono for a variety of housing types, enabling <br />greater choice of housing in the city. <br />The amendment proposes multifamily densities of up to 10 units per acre. The <br />city may want to consider allowing higher densities of up to 20 units per acre, <br />to allow greater flexibility of housing types and the potential for more <br />affordable housing <br />FINDINGS <br />1. The city's proposed urban service area addition, while in excess of Council <br />forecasted demand for land, is consistent with original Council intent for <br />service to Orono. The 258 acres will provide a critical mass for an urban <br />service area in the city. <br />2. Orono permits development on 2 acre lots in the rural area which is <br />inconsistent with the Council's recommended density of 1 housing unit per <br />10 acre and which is also not supportive of the investments the city is <br />making in sewers. <br />3• The Metropolitan Waste Control Commission has indicated that the <br />metr.,)politan sewer system has adequate capacity to serve the proposed <br />development in Orono with the addition of a pump to the Long Lake lift <br />station. The commission wil' be able to provide currentl, allocated <br />capacity to upstream communities at minimum expense. <br />L. The proposed amendment is consistent with the Council's transportation <br />Policy plan. It is recommended that the city preserve a 100 to 150 ft�;Qt <br />right- of -way along Highway 12. <br />5. The proposed amendment is consistent with the housing guide cLapter of the <br />Metropolitan Development Guide. It would provide for multifamily housing, <br />would increase opportunities in Orono and enable greater choice. <br />RECOMWNDATION^ <br />1. That the proposed amendment expanding Orono's urban service area be found <br />consistent with the Metropolitan Development and Investment Framewcrk and <br />other chapters of the Metropolitan Development Guide. That the city <br />consider reducing its rural area density to one housing unit per ten acres <br />consistent with Council policy. <br />2. That the city consider preservation of 100 to 150 feet of right-of-way <br />along Highway 12 for future improvements. <br />s.
