The study was initiated in <br />reer,onac to risquesta the city had received to change land uses from rural <br />residential to pore intense commercial. The city also anticipates increased <br />traffic and development pressure with the completion of I-394 to the east. <br />The city proposes the addition of 258 acres to its urban service area (see <br />attached map). Most would be added north of Highway 12 and west of Lcng <br />Lake. A small portion, !3 acres, would be added to the east abutting the city <br />of Wayzata. Residential and commercial uses are proposed for service. <br />Metropolitan sewer service will be provided. <br />AUTHORITY TO REVIEW <br />The Metropolitan Land Planning Act of 1976 requires that amendments to local <br />comprehensive plans be prepared, submitted to the Metropolitan Council for <br />review and adopted in the same manner as the original plans (Minn. Stat. <br />473.864, subo.2, 1978). Guidelines adopted pursuant to Minn. Stat. 473.A64 for <br />reviewir= proposed amendments provide a 90-day review p4-riod for amendments <br />potentially affecting one or more o: the metropolitan systems and a 60-day <br />review period for amendments that do not have a potential Impact on <br />metropolitan systems. <br />Orono submitted its proposed amendment on November 17, 1987. On December 2, <br />1987, the Chair determined that the amendment presented a potential impact on <br />the metropolitan sewer system; therefore, the 90-day review period applies. <br />The city, Council staff and Metropolitan Waste Control Commisalor, have met <br />several times to resolve sewer capacity and land demand/supply issues which has <br />required extension of the review period.
