Minutes of Regular Meeting <br />June 16, 1988 <br />Page 5 <br />Hydrologic Study Glen Lake Road/County Road 19 Subwatershed <br />Noting that no other members of the public were present in <br />connection with permit applica�-ions, but that members of the public <br />were present in connection with the hydrologic analysis of the Glen <br />Road/County Road 19 area, the Managers amended the agenda to <br />consider the engineering report on this subject. Present in <br />connection with this matter were Mr. and Mrs. Bill Ecoff. The <br />Engineer distributed and reviewed for the Board of Managers the <br />hydrologic analysis preoared by the Engineer's office of the Glen <br />Road/County Road 19 Subwatershed. The Engineer identified the <br />scope of the study, the preliminary conclusions reached and the <br />alternate solutions identified by the study. These included <br />increasing outlet capacity in the subwatershed with an estimated <br />cost of approximately $95,000 and an alternative of increasing <br />storage capacity in the subwatershed with an estimated cost of <br />$154,000. Mr. Ecoff stated that he remained concerned about delay <br />in connection with his anticipated development and stressed the <br />need to have some work start promptly. The Engineer stated that <br />the hydrologic analysis has been submitted to the two cities and <br />that the Eingineer intended to review the report with the city <br />councils of the two affec-=ed cities within the next two weeks. It <br />was moved by Miller, seconded by Love that the Board of Managers <br />recommend to the cities the adoption of the expanded storage pond <br />option, n.)ting the strong preference of the Board and state law for <br />use of natural storage and retention systems. The Chair appointed <br />Managers 1,ove and Lehman to represent the Board and express the <br />Board's support for the increased storage option. <br />It was further moved by Miller, seconded by Love, that the <br />Engineer explain the study to the city councils and make available <br />such technical assistance with respect to interpretation of the <br />study as :he cities might require. <br />88-63 - Haskell's, Inc_. -- Stormwater management plan for a <br />parking l)t expansion, Sec. 3AD, City of Minnetonka. <br />The ngineer reviewed the stormwater management plan and <br />indicated that the Minnesota Department of Transportation has <br />approved -:he project. The Engineer recommended approval. It was <br />moved by �ndre, seconded by Miller, that the application be <br />approved .is recommended by the Engineer. Upon vote, the motion <br />carried. <br />
