No access outlot may be platted abutting an adjacent outlot except when the intent is to combine the two access outlots for creation of <br /> a public or private road meeting city standards. <br /> (5) Screening requirements and accessory structure standards.Front/back lot subdivisions shall be designed in a manner such that the <br /> screening requirements and accessory structure standards of section 78-1370 can be met. <br /> (6) Effective date.The requirements and standards of this section shall apply only to those front/back lot divisions which received <br /> preliminary plat approval after January 1, 1994. <br /> (Code 1984,§11.31(5);Ord.No.122 2nd series,§3, 12-13-1993;Ord.No.64 3rd series,§2,9-14-2009) <br /> DIVISION 3.-ROADS AND PUBLIC WAYS <br /> Sec.82-281.-Design standards. <br /> (a) Generally. In order to provide for roads of suitable location, width and improvement to accommodate prospective traffic and afford <br /> satisfactory access to police, firefighting, snow removal, sanitation and road maintenance equipment, and to coordinate roads so as to <br /> compose a convenient system and avoid undue hardships to adjoining properties,the following design standards for roads are required: <br /> (1) Road surfacing and improvements. After the sewer and water utilities have been installed by the subdivider, the subdivider shall <br /> construct all road pavement,shoulders,drainage improvements and structures,curbs,culs-de-sac,and sidewalks in conformance with <br /> all construction standards and specifications adopted by the city and shall be incorporated into the construction plans required to be <br /> submitted to the subdivider for final subdivision approval. <br /> (2) Rights-of-way. Rights-of-way shall be in accordance with the following performance standard: <br /> a. Minimum right-of-way widths. <br /> Principal arterial,intermediate arterial As recommended by the State Department of Transportation <br /> Minor arterial 80 feet <br /> Collector 70 feet <br /> ,Local 50 feet <br /> Parkway 100 feet <br /> Culs-de-sac 50 feet radius <br /> b. Rights-of-way are needed for future roadways in the opinion of the city. <br /> c. Right-of-way widths or additional widths in existing rights-of-way in excess of the standards designated in this chapter when, <br /> due to topography,additional width is necessary to provide adequate earth slopes.Such slopes shall not be in excess of 3:1. <br /> (b) Railroads and limited-access roadways. Railroad rights-of-way and limited-access roadways where so located as to affect the subdivision of <br /> adjoining lands shall be treated as follows: <br /> (1) In residential districts,a buffer strip at least 25 feet in depth in addition to the normal depth of the lot required in the district shall be <br /> provided adjacent to the railroad right-of-way or limited-access roadway. <br /> (2) In districts zoned for business, commercial or industrial uses, the nearest street extending parallel or approximately parallel to the <br /> railroad shall be at a sufficient distance to ensure suitable depth for commercial or industrial sites. <br /> Page 18 <br />
