Carlson: <br />This letter is to acknowledge receipt of your complaint letter <br />dated September 15, 1981. <br />)N()I <br />I met with Mr. Paul Kempf at the site of the garage construction <br />this morning. I provided him a copy of your letter. We discussed <br />your concerns. He said that you had also visited him yesterday <br />about the matter. <br />It is our opinion that the nature and direction of drainage has <br />not been altered by this project. I agree that somewhat more <br />runoff may occur because of increased hardcover. However, Kr. <br />Kempf's project is within the allowable hardcover regulations of <br />the zoning code. I have no way to deny him thia construction. <br />There is no local ordinance or statute requiring redirection of <br />the water. The lay of the land is such that the natural flow from <br />the east side ot Kempf's lot is toward Birch Lane. <br />As I said to you yesterday, I feel that my office has properly <br />reviewed this construction for hardcover and drain4qe. A valid <br />permit has been issued. I have told Mr. Kempf thac he may proceed <br />with construction including replacement of the pavi,i'J in ft:oAt of <br />the garage doors. <br />I understand your very real problem wi.th flooding and excaaa runoff. <br />I do sympathize with you and l do want to help you and yow: ~ually <br />effected neighbors.
