We have forwarded two proposals for soil borings <br />and testing to you. It has been our assumption that if pilings were necessary, they would exist to <br />stabilize the foundation and a crawl space could be contained below the floor level. <br />From my conversation with Jeanne Mabusth this morning, it is our understanding that the City of Orono <br />will require that the new structure be raised up on pilings (piers) since the house will sit within <br />the flood plain . In addition, no crawl space will be allowed below the house within the flood plain <br />area. It had been suggested by the Minnehaha Watershed District that volume calculations be completed <br />to determine the amount of fill required to place the house (with a crawl space) within the flood plain <br />and that a compensatory area be excavated elsewhere on the lot. It is our understanding that the <br />Watershed's solution would not be acceptable to the City of Orono and that a variance/conditional use <br />will not be granted unless the new house is completely raised above the flood plain level with no crawl <br />space below. <br />Prior to proceeding with soil borings and testing, we suggest that you confirm the above information <br />with the City of Orono and receive confirmation and their recommendations in writing. <br />Once you receive confumation or an alternate description from the City, we can spend some time <br />researching and estimating the costs associated with a proposed pier foundation system. We would like <br />to act on this as soon as possible as Jeanne Mabusth has suggested that a schematic drawing showing the <br />piling design would be helpful to have as part of your variance/conditional use application scheduled to <br />go before the Planning Commission meeting set for May 16. <br />c.
