/ <br />f <br />' MINUTES OF THE CITY OF ORONO PLANNING COMMISSION <br />MEETING HELD ON MAY 16, 1994 <br />ATTENDANCE <br />The Orono Planning Commission met on May 16, 1994 in the Orono City Council <br />Chambers with the following members present: Chair Charles Schroeder, Commissioners <br />Charles Nolan, Steve Peterson, Janice Berg, Candace Rowlette, and Dale Lindquist. <br />Commissioner Sandra Smith was absent. The following represented staff: Building and <br />Zoning Administrator Jeanne Mabusth, Assistant Planning and Zoning Administrator <br />Michael Gaffron, and City Recorder Barbara Anderson. Chair Schroeder called the <br />meeting to order at 7:00 p.m. <br />(#1) #1933 TANDEM PROPERTIES, 2645/3025 WATERTOWN ROAD - <br />PRELIMINARY SUBDIVISION -PUBLIC HEARING TO BE RESCHEDULED <br />BEFORE THE PLA.t~NING COMMISSION MEETING OF JUNE 20, 1994 AT <br />APPLICANT'S REQUEST. <br />(#2) #1895 PAT WOLFE, 2871 CASCO POINT ROAD -AFTER-THE-FACT <br />VARIANCES -PUBLIC HEARING -APPLICATION WITHDRAWN BY CITY <br />(#3 ) #1904 ERIC AND SHELLY LILJEQUIST, 3490 BIRCH LANE -CONDITIONAL <br />USE PERMIT/VARIAN CE -PUBLIC HEARING <br />Chair Schroeder noted that the Certificate of Mailing and Affidavit of Publication were <br />on file with the City. Mabusth reviewed the staff report and stated that staff <br />recommended approval of the requests subject to the conditions listed in the staff report. <br />Nolan commented that he felt that the grading was going to be close and was unsure that <br />the swale would solve the drainage problems. Mabusth stated that this was what the City <br />Engineer had recommended and that staff will require a final grading plan with building <br />permit application for the engineer's review. <br />Eric Liljequist stated that he had understood that the purpose of the depression was to <br />hold the water before it ran off into the lake and now they were creating a swale to <br />facilitate drainage into the lake which was confusing. Mabusth reviewed the elevations <br />and the engineer's recommendation for mitigating the filling of the flood plain as <br />required by federal flood control regulations. Nolan commented that the reason for the <br />swale was to provide relief if the lake level rose above normal and provide somewhere <br />for the water to go. <br />It was moved by Schroeder, seconded by Nolan, to recommend approval of #1904 <br />Conditional Use Perm.itNariance for Eric and Shelly Liljequist at 3940 Birch Lane <br />subject to the conditions noted in the engineer's report and requiring the applicant and <br />the engineer to resolve questions regarding the elevations prior to City Council review. <br />Ayes 6, nays 0. <br />1
