City of i•ledina - Orono Extention #116/Willow <br />Memo Dated 2/4/87 <br />R. Present Traffic Counts - Proposed Layout <br />ISSUE - Discussion by Counc_ilmembers as to concerns they may have <br />relate] to the extention together with laying out the process for <br />Council's further consideration of the matter. <br />INT?OCUCTION - Presented as a consent item last time was a memo <br />related to 'tire extention o1 115. *.t the public hearing that <br />Medina had on the natter un reb:uary 3, 1987 they chose to table <br />the r.atter until tlarch 17, 1987. <br />DISCUSSION - Attachment 3 outlines present and anticipated <br />traffic counts to give Councilmembers an appreciation for the <br />impact of this change on residents abutting Willow Road. <br />While it is anticipated that traffic would increase along Willow <br />it would not be a direct shortcut between 55 and 12. The <br />shortcut however may be 116 to Tamarack south to County Six, <br />particularly if the stretch o` Tamaracki north of County 24 was <br />paved, this is a concern because of the current concern relater] <br />to the intersection at Tamarack and Six. <br />It is our present understanding that the County desires that 116 <br />continue down Willow to Highway 12 rather than going over to Old <br />Crystal Bay Road. An additional indication has been given to the <br />City that the County would work for signalization of Willow at <br />Highway 12. If Willow were currently a County road two of the <br />four legs for payment of signalization would be the States, one <br />the County's and the fourth Long Lake's, with Orono bearing a <br />prrtion of the County and State shares. <br />There is a concern that there may be a need for signalization at <br />that intersection prior to County takeover and that this would <br />have to be worked out with the County for payment/reimbursement <br />of such an action. It additionally is anticipated that stop <br />signs would have to be installed at County Six and Willow <br />together with traffic control at the proposed frontage road. <br />,RECOMMENDATION - It is recommended that the City table further <br />coo NT(Te—Tafion of 116 until the City of Medina has undertaken <br />formal action regarding this matter. Once such action is taken <br />it is recommended that a public hearing be esta5lished by the <br />
