We offer the following observations, co ents, and recommendations for your <br /> consideration: <br /> 1. The Applicant proposes to move more than 500 cy of m.terial within the Shoreland Overlay District. <br /> Therefore, Conditional Use Permit approval by the City ouncil is required in addition to the staff- <br /> issued Land Alteration Permit. Also, since the Applica t proposes to achieve proposed grades by <br /> importing fill,the City should consider the following: <br /> a. The City Engineer should be allowed to inspect any fill being imported to the site prior to it being <br /> placed. <br /> b. The Applicant should confirm with the City Engine r acceptable hours of truck hauling and <br /> provide documentation on the haul route to be used. Acceptable hours and haul route should be <br /> approved prior to the importing of any fill. <br /> c. The City Engineer should inspect roadways on haul oute prior to and following completion of <br /> work to determine whether adverse impacts have oc urred. The applicant should be responsible for <br /> the repair to roadways for any adverse impacts. <br /> 2. Grading,filling, and excavating of less than 10 cy is proposed within 75 feet of the ordinary high water <br /> level of Lake Minnetonka,which requires staff review and approval. A boulder wall is being removed <br /> in this area; therefore, a minimum amount of grading is required to accommodate the grade change. <br /> The grading proposed in the 75' zone will not adversely affect adjacent or nearby property. <br /> 3. The proposed grading in the northeast corner of the site does not appear to match what is intended. <br /> The 936 contour does not connect with the edge of the site and a depression is shown in the northeast <br /> corner. The grading should be revised to depict the swale continuing along the north and east property <br /> line, flowing continuously to the 934 contour. <br /> 4. For areas where a 50 foot natural buffer to the ordinary Nigh water level cannot be maintained, a <br /> double row of siltfence should be installed to ensure adequate erosion and sediment control protection <br /> for Lake Minnetonka. The perimeter siltfence should be inspected by the City prior to any land <br /> altering activities. <br /> 5. The proposed swale along the north property line will c ncentrate runoff flow. Therefore, erosion <br /> control blanket and/or biologs should be installed in this area after grading is complete to provide <br /> adequate protection against erosion and transport of sedi ent until permanent vegetation is <br /> established. <br />
