The applicant intends to maintain as much of a <br /> residential character of the property as possible by limiting signage and changes to the exterior <br /> finishes of the building which are not consistent with a single family home. A detached garage is also <br /> part of this application. Due to the location of the existing building and the proposed detached garage <br /> on the property setback variances are also requested. The detached garage will also require a <br /> structural coverage variance to allow 17% structural coverage where 15% is allowed and 14.7% <br /> currently exists. <br /> On February 17, the applicant held an informative meeting for the neighborhood. At this meeting the <br /> neighborhood was able to ask questions about the applicant's facility, day to day operation and other <br /> issues of concern. <br /> Planning staff and the City Attorney have been working with the applicant on developing conditions of <br /> approval for this use. Several of those proposed conditions are listed below. There are also a <br /> number of conditions that are still being reviewed and are not ready for inclusion in the staff report. <br />
