Le, us remind ourselves, we are a city, a <br /> state and a nation guided by a Constitution and accordi gly, laws -- laws derived from that <br /> Constitution that protect, preserve and govern our civil society. The City of Orono has created <br /> and adopted a guiding philosophy, easily available on the home page of its official website. I <br /> quote the four points from the website: <br /> "City of Orono's philosophy: Preservation <br /> • Protect and preserve Lake Minnetonka, its watei- <br /> • quality, and its recreational assets. <br /> Protect and preserve our many natural resourceand open spaces." <br /> And most importantly to speak directly to the land use issue tonight: <br /> • Preserve our distinct urban and rural land use patterns and lifestyles. <br /> • Preserve our local character and identity." <br /> As well, I quote from the Orono Municipal Cod Section 78-5: <br /> "use of land for residential purposes is considered prim ry with other uses considered supporting <br /> this use. . .it is not the intention to expand or allow all such commercial or industrial activity to a <br /> degree where it conflicts with the primary residential use and the other guiding priniciples." <br /> I ask our mayor and council members and our greater Orono community to revisit the <br /> established Comprehensive Plan for the City of Orono. This plan has established policies and <br /> principles to guide, orderly and economic, private deve opment and public improvement in the <br /> years ahead (the document is a guide going forw rd to the year 2030). <br /> Let us focus on the facts of the Hill School Property Proposed Zoning Change: <br />
