4686.6 <br />ETHPI WE-nHs <br />TO: Mayor and City Council P.P1/ r n 11 c, <br />FROM: Mark Bernhardson, City Administrato9 W tt R " <br />DATE: April 6, 1998 '���7 v�O'1M �nV <br />SOWECT: Administrator's Information <br />LMCD/METRO COUNCIL REVIEW_ - When the City of Orono's LMCD <br />re preeentat Cv e, Joel Fen Hurr was present at the Council's <br />February 22, 1988 meeting she had indicated that there would be a <br />review of the Metro Council staff report regarding the LMCD at <br />the Metro Council's Park and Open Space meeting on April 5, 1988. <br />This meeting did not occur and subsequent to her last report <br />within the past week the Metro Council staff has revised their <br />report which is much more critical regarding the LMCD. (P copy <br />will be transmitted to you as soon as the City Is in pcy%earion <br />of It.) It is the indication from Orono's representat:vo ;hat <br />there will be a meeting with the Park and open Space '-Yanxttee <br />this next week and she is currently assessing what assistance, if <br />any, she would desire from the City of Orono. <br />COUNTY ROAD 116 - As noted in the attachment the City of Medina <br />fiae cequeste3 that the City of Orono adopt the attached <br />resolution. Apparently Medina has also asked the other <br />communities listed as copied to in the letter to undertake the <br />same resolution. As Orono's entire Council is not present at <br />this meeting it is recommended that this be placed on the <br />Council's April 25, 1988 agenda for discussion. <br />WILLOW/HIGHWAY 12 WARNING FLASHER - As noted in the attachment <br />[he City o[ Orono has reee7 vsd woc3 that a warning flasher will <br />be constructed at this Intersection. Contracts are presently <br />being let and it is anticipated that the Installation will be by <br />November 1988. The cost of this installation is unknown. While <br />no guarantee, installation of a flasher generally means that the <br />intersection may become a signalized Intersection within the <br />ensuing five years. <br />MARINA LICENSING - Staff has received licensing applications from <br />all seven marinas and will be conducting site visits on each of <br />the marinas during the next month. At either the Council's April <br />25th or May 9th meeting staff will bring forward a recommendation <br />as to the process for these licenses. It is generally <br />anticipated a recommendation would be that if there have not been <br />any changes In either the licensing or the land use that these be <br />handled directly by the Council. For those where there has been <br />unapproved land use change It Is recommended that these be routed <br />though planning Commission as their review will be required with <br />subsequent review by the Council and then those with strictly <br />licensing changes be handled by the Marina Committee. <br />COUNTY ROAD 15 CONSTRUCTION - As noted in the paper, County Road <br />
