SECTION 2. IN SERVICE ACTIVITIES <br />291. RECRUITMENT AND SELECTION <br />1. The City shall employ the means it feels are appropriate to <br />recruit applicants for positions it desires to fill. <br />All selections, appointments and promotions shall be made on the <br />basis of merit and fitness. Examinations, when required, shall <br />relate to these matters which will test fairly the capacity and <br />fitness of the candidate to discharge efficiently the duties of <br />the position for which the examinations are held. <br />2. As part of these examinations the City may require the <br />applicant to successfully complete a physical examination, which <br />may include a medical history, for the purpose of determining the <br />applicant's capability to perform available employment. Such <br />tests will meet the requirements of applicable state laws. <br />202. APPOINTMENTS <br />All temporary, probationary, and regular appointments and <br />promotions shall be made by the City Council unless delegated by <br />them to the Administrator as the appointing authority. <br />203. PROBATIONARY PERIOD <br />1. The probationary period shali be regarded as an integral part <br />of the selection process and shall be utilized for observing the <br />employee's work, for securing the most effective adjustment of the <br />employee to the employee's position, and for rejecting any <br />employee whose performance do, so not meet the required work <br />standards. <br />2. Duration. All original and promotional appointments shall be <br />probationary and subject to probationary period of one (1) year <br />of continuous service after appointment. At any time during the <br />original probationary period, an employee may be transferred or <br />dismissed in the sole discretion of the City without any <br />administrative hearing. At any time during the promotional <br />probationary period, an employee may be placed in the position <br />occupied previous to promotion. <br />3. Performance Reports. At the end of every three (3) months of <br />the probationary period the employee's immediate supervisor Shall <br />submit a written report to the City Administrator based on <br />olservation of the employee's work and the supervisor's judgment <br />as to the employee's willingness and ability to perform job duties <br />satisfactorily. A copy of this report wi11 be given to the <br />employee. <br /><. Row Completed.
